ROYAL ESTATES, Monterey County — October 30, 2026. A proposed increase in spending authority for the neighborhood’s county service district deserves a closer look. Monterey County’s FY2026–27 Recommended Budget lists $40,646 in proposed expenditures for County Service Area 20 — Royal Estates, up from $28,609 adopted for FY2025–26.
What was recommended?
The county FY2026–27 budget book, fund 1409, shows $40,646 in recommended spending, a $12,037 increase against the previous adopted budget. The same expenditure schedule shows an estimated $5,997 spent during fiscal 2025–26 at the time the recommendation was prepared. That is an in-year estimate, not a final audit.
The revenue schedule proposes approximately $10,600 for FY2026–27, compared with the previous adopted revenue budget of $9,476. This is a budget comparison, not a claim that the district collected or disbursed those future amounts.
Does this mean Royal Estates has a $30,046 deficit?
No conclusion about insolvency follows from the difference alone. Some county service areas use accumulated balances and approved transfers to fund work that exceeds one year’s receipts. To understand whether the plan is affordable, examine the beginning fund balance, amounts earmarked for projects, transfers and the formally adopted budget. The county’s earlier LAFCO review listed a 2024 estimated ending balance, but that estimate is too old to substitute for a current bank balance.
What will residents receive in exchange?
The expenditure summary does not prove new construction, a specific culvert replacement, a roadway repaving or a rate increase. Request the CSA 20 capital plan and maintenance schedule from Public Works, along with the final Board-adopted FY2026–27 figures and any awarded contract. Also compare the assessment listed on a property’s tax bill with the July 7, 2026 annual CSA assessment resolution. Proposed spending authority and actual tax charges are different decisions.
