ROYAL ESTATES, Monterey County — October 30, 2026. Property owners in Royal Estates have an official 2026 decision to consult when reviewing charges beyond their standard property taxes. On July 7, 2026, the Monterey County Board of Supervisors passed Resolution 26-097, authorizing the county to put applicable assessments for numerous county service areas, including CSA 20 — Royal Estates, on the fiscal 2026–27 tax roll.
What the county voted on
The published Board record confirms the measure passed July 7. The legislation certifies that required processes have been followed and instructs the Auditor-Controller to enter charges against individual parcels using assessment exhibits. The official attachments identify the CSA 20 resolution as Attachment F and include a completed adopted resolution.
Is this a new assessment increase?
Not by itself. Placing an existing legally authorized charge on the annual roll is not the same action as raising the assessment rate for every homeowner. The county’s own report warns that amounts may vary from parcel to parcel, depending on the approved assessment schedule. If any new property-related increase is proposed, the relevant California Proposition 218 requirements must be followed.
Which services are involved?
The county service-area index names Royal Estates as CSA 20. Monterey LAFCO’s official service inventory identifies street lighting and storm-drain/surface-water responsibilities for the district. These authorized service types are not evidence that every private fixture or drain is publicly owned or that repairs have been completed in the current year.
How residents can verify the charge
Locate the assessor parcel number on the tax statement and compare it with the CSA 20 Exhibit 1 attached to the July resolution. For questions about district boundaries, the charge or maintenance service, Monterey County Public Works Special Districts lists (831) 755-4800 and 300-PWSpecialDistricts@countyofmonterey.gov. Ask for the current adopted budget as well as the tax-roll exhibit if you want to know what activities the charges support.
